Alarmstufe im Notfallplan Gas: Beendigung Krise gemäß Leitfaden Krisenvorsorge Gas

Die deutschen Fernleitungsnetzbetreiber beenden heute die Ankündigung der im März 2022 ausgerufenen Maßnahmen gemäß des Leitfadens „Krisenvorsorge Gas“, da keine besonderen Risiken oder Störungen mehr für die Sicherheit oder Zuverlässigkeit des Gasversorgungssystems zu erwarten sind. Die Fernleitungsnetzbetreiber werden die Situation weiterhin genau beobachten und bei einer Verschlechterung der Lage über die zu ergreifenden Maßnahmen informieren.

Fernleitungsnetzbetreiber veröffentlichen Biogaswälzungsbetrag 2023

Das gesamtdeutsche Marktgebiet Trading Hub Europe (THE) hat den für 2023 geltenden Biogaswälzungsbetrag ermittelt: Dieser beläuft sich auf 0,6983 Euro pro Kilowattstunde pro Stunde pro Jahr (€/kWh/h/a). Die Kosten für Netzanschluss und Einspeisung von Biogas werden auf die Entgelte für Ausspeisepunkte zu direkt angeschlossenen Letztverbrauchern sowie nachgelagerten Netzbetreibern der Fernleitungsnetzbetreiber in Deutschland gleichermaßen verteilt.

Gemäß § 7 der Kooperationsvereinbarung in der jeweils gültigen Fassung ("KoV") in Verbindung mit dem Leitfaden Kostenwälzung Biogas veröffentlichen die FNBs den im Bundesgebiet einheitlich gültigen spezifischen Biogaskosten-Wälzungsbetrag.

Veröffentlichung des Wälzungsbetrages für die Marktraumumstellung von L- auf H-Gas 

Die Marktraumumstellungsumlage (MRU-Umlage) wird gem. § 25 der Geschäftsbedingungen für den Ein- und Ausspeisevertrag bzw. gem. § 10 KoV über alle Netze bundesweit gewälzt und an allen Ausspeisepunkten zusätzlich zu den Netzentgelten erhoben. Ausspeisepunkte zu Speichern sowie Grenzübergangs- und Marktgebietsübergangspunkten werden nicht berücksichtigt.

Wälzungsbetrag für Marktraumumstellung Kalenderjahr 2023

Der spezifische Wälzungsbetrag für die Marktraumumstellung beträgt im Kalenderjahr 2023 bundesweit 0,7547 €/kWh/h/a. Die gesamten bundesweit gemeldeten Kosten für Marktraumumstellung belaufen sich auf 232.924.577,16 € für das Jahr 2023. Die gesamten bundesweit gemeldeten Ist-Kosten für Marktraumumstellung belaufen sich für das Jahr 2021 auf 209.455.131,29 €.

Wälzungsbetrag für Marktraumumstellung Kalenderjahr 2022

Der spezifische Wälzungsbetrag für die Marktraumumstellung beträgt im Kalenderjahr 2022 bundesweit 0,7335 €/kWh/h/a. Die gesamten bundesweit gemeldeten Kosten für Marktraumumstellung belaufen sich auf 230.419.223,98 € für das Jahr 2022.

Monthly Auctions for Interruptible Products at Storage Exit

Due to the ongoing high demand for monthly exit products at storages, bayernets has decided to re-submit interruptible monthly products for exits to all of our storages on Thusday, 18 August 2022, 13:00 - 15:00 CEST.

The products will be marketed "unlimited" and published 18 August 2022, 15:00 CEST.

Therefore, sufficient interruptible capacity for all injections into storages (exit grid->entry storage) will be available in the upcoming monthly interruptible auctions starting on Tuesday, 23 August 2022, 09:00 CEST.

Überackern 2: Interruptible Monthly Auction February 2022

Currently, we have an ongoing monthly firm auction for Uberackern 2 Exit (“Überackern 2/Überackern SUDAL DE->AT” Auction ID 37991466).

The auction is already in the 25th round and it is impossible to know if it will be concluded successfully.

The ongoing firm auction also prevented the interruptible monthly product from being created.

As a workaround for all customers who would like to buy the monthly product for February 2022 for interruptible capacity at Uberackern 2 Exit (Germany->Austria) we offer the following procedure:

1. Please take part in the monthly interruptible auction at Uberackern Exit (not Uberackern 2 Exit!) and place your bit here.
The Auction ID is 38008274 and the auction starts on 25.01.2022 09:00 CET.

2. After the auction please get in touch with us and inform us that you want to switch the product from Uberackern Exit to Uberackern 2 Exit.
Please note:
This is only possible for the complete capacity and the complete runtime (February 2022) and you have to inform us until 31 January 2022, 11 a.m.
Furthermore, this is a unique procedure and only applies for the Exit Uberackern/Uberackern 2 product and only for February 2022.
The prices will change accordingly and the relevant prices for Uberackern 2 will apply.

3. In case you are successfully allocated firm capacity in the ongoing firm bundled auction at Uberackern 2 (Auction ID 37991466) afterwards, you can cancel the interruptible product.

Please note:
This is also only possible for the complete capacity and the complete runtime (February 2022) and you have to inform us until 31 January 2022, 11 a.m.
Furthermore, this is a unique procedure and only applies for the Exit Uberackern/Uberackern 2 product and only for February 2022.

Over-nomination at Uberackern 2 Entry/Exit

Due to an error during the last days over-nominations at Uberackern 2 Entry/Exit have been possible and the “traffic light” for over-nominations has also shown “green - Over-nomination possible”.

In the meantime, this error has been fixed and over-nominations at Uerackern 2 Entry/Exit will only be possible when all preconditions are met.

Please note that different from the former BZK product all DZK capacities offered at Uberackern 2 have to be sold out before we can accept over-nominations.

This is stated in the regulation “KASPAR” (BK7-18-052) Rationale II 3.3.2.2.:

“Accordingly, within-day bFZK and DZK must be sold out before shippers can be allocated within-day uFZK by means of over-nomination.”

Fernleitungsnetzbetreiber veröffentlichen Biogaswälzungsbetrag 2022

Letztmalig haben die Betreiber der beiden deutschen Marktgebiete NCG und GASPOOL den für 2022 geltenden Biogaswälzungsbetrag ermittelt: Dieser beläuft sich auf 0,5740 Euro pro Kilowattstunde pro Stunde pro Jahr (€/kWh/h/a). Die Kosten für Netzanschluss und Einspeisung von Biogas werden auf die Entgelte für Ausspeisepunkte zu direkt angeschlossenen Letztverbrauchern sowie nachgelagerten Netzbetreibern der Fernleitungsnetzbetreiber in Deutschland gleichermaßen verteilt.

Gemäß § 7 der Kooperationsvereinbarung in der jeweils gültigen Fassung ("KoV") in Verbindung mit dem Leitfaden Kostenwälzung Biogas veröffentlicht die FNBs den im Bundesgebiet einheitlich gültigen spezifischen Biogaskosten-Wälzungsbetrag.

FZK storage products not available today!

For this reason, the FZK product you might intend to book at a storage point today will not be offered.

bFZK products are not affected by the problem.

Die Netzentgelte für eine feste frei-zuordenbare Kapazität mit einer Laufzeit von einem Jahr (Referenzpreis / „Briefmarke“) belaufen sich für das Marktgebiet Trading Hub Europe (THE) auf 3,80 €/(kWh/h)/a bzw. 0,01041096 €/(kWh/h)/d mit Wirkung ab dem 01.10.2021. Diese ersetzen den Referenzpreis in Höhe von 3,77 €/(kWh/h)/a bzw. 0,01032877 €/(kWh/h)/d aus dem Preisblatt vom 04.06.2020 für den Zeitraum 01.01.2021 – 01.10.2021.

Pursuant to the ruling BK9-18/610-NCG (REGENT) of the Bundesnetzagentur, the tariff for annual firm freely allocable capacity (FZK) in the market area of NetConnect Germany to be applied as of January 1st 2021 until October 1st 2021 amounts to 3,77 €/kWh/h/a. According to ongoing appeals procedures against REGENT the tariff may be adjusted.

This update will include a new procedure – the „buffering of nominations“. This principle was already introduced in the Common Business Practice „Harmonisation of the Nomination and Matching Process 2003-002/01“(CBP):

„It is also agreed that nominations can be sent at all times. However, only the last applicable nomination that was sent before a nomination deadline will be taken into account. This principle of ‘buffering nominations’ will be used throughout the whole process.“

Wir weisen darauf hin, dass gegen die Festlegung REGENT Beschwerdeverfahren vor dem OLG Düsseldorf anhängig sind. Je nach Fortgang des Verfahrens kann sich die Tarifstruktur der bayernets kurzfristig ändern.

For the summer period (1 April 2019 – 1 October 2019) bayernets will offer all available firm freely-allocable exit capacity (Exit FZK) at storages in competition starting with the monthly auctions for April 2019 (auction start 18.03.2019 09:00).

Currently the following exit capacities are still available:

• 01.04.2019/06 - 01.07.2019/06: Exit 860.600 kWh/h FZK offered in monthly auctions
• 01.07.2019/06 - 01.10.2019/06: Exit 1.580.600 kWh/h FZK offered in quarterly auction (auction start 06.05.2019 09:00) and monthly auctions

These capacities will be offered at the storages Haiming 2-7F/bn, Haiming 2-RAGES/bn, Inzenham-West USP, USP Haidach and USP Wolfersberg in competition.

In the subsequent yearly (auction start 01.07.2019 09:00) and quarterly auctions (auction start 05.08.2019 09:00) this procedure will be expanded to Entry FZK and conditional capacity (bFZK*) as well.

*bayernets will offer temperature-related capacity products (TaK) for periods from January 2020 onwards. Currently we assume to offer 1.403 MWh/h Entry/Exit bFZK in competition at all storages. This capacity will be offered for the first time in the yearly auctions on 01 July 2019 (periods from October 2020 onwards) and the quarterly auctions on 05 August 2019 (periods from January 2020 onwards).

Zusätzliche Kapazitäten und Auswirkungen auf die Unterbrechungswahrscheinlichkeit

die bayernets GmbH hat die Bauarbeiten an der Erdgasfernleitung MONACO von Burghausen nach Finsing erfolgreich abgeschlossen.

Zusätzliche feste Kapazitäten gemäß des deutschen Netzentwicklungsplans Gas 2016 – 2026 werden sich erst nach Inbetriebnahme weiterer Ausbaumaßnahmen voraussichtlich bis Ende 2019 ergeben. Jedoch ist bayernets bereits mit Inbetriebnahme der MONACO das Angebot zusätzlicher fester frei-zuordenbarer Entry-Kapazitäten im Raum Haidach-Haiming möglich. Diese zusätzlichen Kapazitäten werden wir für die Monate Januar und Februar 2019 pro-rata Anhand der maximal am Speicheranschlusspunkt möglichen Kapazität auf die Speicher USP Haidach, Haiming 2-7F/bn und Haiming 2-RAGES/bn verteilen. Es ergibt sich die folgende Aufteilung:

• Monate Januar und Februar 2019: Zusätzliche FZK Entry Kapazität in Höhe von 500.000 kWh/h
  • FZK Entry +243.563 kWh/h USP Haidach
  • FZK Entry +219.903 kWh/h Haiming 2-7F/bn
  • FZK Entry +36.534 kWh/h Haiming 2-RAGES/bn

Diese Kapazitäten werden wir Ihnen ab 7. Januar 2019 über PRISMA zur Verfügung stellen (Januar nur als Tages- bzw. untertägige Kapazität, Februar auch als Monatskapazität; erste Auktion Day-Ahead 7. Januar 2019 für den Gastag 8. Januar 2019).

Überdies erwarten wir an den Punkten Überackern, Überackern 2, USP Haidach, Haiming 2-7F/bn und Haiming 2-RAGES/bn bereits mit Inbetriebnahme der MONACO eine Verbesserung der Transportsituation bei unseren unterbrechbaren Kapazitäten. bayernets extends marketing period

At present bayernets offers capacity products up to three years in advance, e.g. in the current gas year 2014/2015 customers are able to book capacity products up to the 1 October 2017.

This practice will be changed with effect from 1 July 2015 (10:00 AM CEST) onwards. From this moment bayernets will extend the marketing period and customers will be able to book capacity products up to 15 years in advance.

Auf Grundlage von Kundenanfragen hat bayernets eine Studie zur Anpassung/Nachrüstung der Verdichterstation Haiming in Auftrag gegeben. Nach Abschluss diese Studie soll in 2015 eine Anpassung/Nachrüstung der Verdichterstation Haiming erfolgen. Die Auswirkungen auf Kapazitäten am Netzknoten Burghausen/Überackern werden rechtzeitig veröffentlicht.

Herewith we would like to inform you that as of 31 March 2014, bayernets GmbH and GAS CONNECT Austria GmbH will offer bundled day-ahead capacity to be auctioned at their cross-border interconnection points Überackern/Überackern ABG and Überackern 2/Überackern SUDAL.

Starting on 31 March 2014, when capacity for the gas day 1 April 2014 will be auctioned, the day-ahead capacity at the interconnection points Überackern (FZK) and Überackern ABG (DZK) as well as Überackern 2 (BZK) and Überackern SUDAL (DZK) will be marketed as bundled products in the first day-ahead slot (daily from 16:30 to 17:00 CE(S)T).

All other firm capacity products (duration: month, quarter, year) will until further notice be auctioned unbundled. Furthermore, the entire interruptible capacity will also continue to be marketed unbundled.

For bundled day-ahead bookings please use the newly implemented bundle points:

• Überackern ABG AT->DE/Überackern
• Überackern SUDAL AT->DE/Überackern 2
• Überackern 2/Überackern SUDAL DE->AT

For unbundled bookings please continue to use the previously existing cross-border points:

Neuer Speicheranschlusspunkt: Haiming 2-RAGES/bn

Ab dem Transportzeitraum 1. April 2014 bietet bayernets GmbH unterbrechbare, frei-zuordenbare Kapazität am neuen Speichanschlusspunkt

Haiming 2-RAGES/bn an.

Die vollständige Bezeichnung zur Buchung auf PRISMA lautet wie folgt:

• Entry in das Netz der bayernets: Haiming 2-RAGES/bn Entnahme (Network Point ID: BAY-700069-1800-5)
• Exit aus dem Netz der bayernets: Haiming 2-RAGES/bn Einpressen (Network Point ID: BAY-700069-1800-6)

Additional capacity at Überackern/Überackern 2

In the upcoming yearly auctions GAS CONNECT AUSTRIA GmbH will launch an incremental capacity pilot. Incremental capacity will be offered by GCA at the Austrian/German border for the entry/exit points Überackern SUDAL (corresponding bayernets point: Überackern 2) and Überackern ABG (corresponding bayernets point: Überackern) from the 1st October 2019 onwards.

Currently bayernets could realize additional, limited allocable capacity (BZK) in the following amount:

• Additional 2.621.000 kWh/h BZK at Überackern 2 Entry (9.589.000 kWh/h currently offered,  12.210.000 kWh/h possible)
• Additional 6.366.825 kWh/h BZK at Überackern 2 Exit (4.733.175 kWh/h currently offered, 11.100.000 kWh/h possible)

These additional capacities could be offered by bayernets to match with increased capacities on the Austrian side.

Furthermore, bayernets could be able to increase the limited allocable capacity (BZK) offered in Überackern and Überackern 2 after completion of the new gas transmission pipeline MONACO 1 (estimated: 4th quarter 2017).

We would like to inform you about a change at our yearly auctions in Überackern Entry from 01.10.2014 to 01.10.2015: Please notice that the quantity and the auction IDs have been adjusted.

bayernets templates: Inability to Use Capacity / Inability to Book Capacity

In rare cases errors occur during the booking procedure on PRISMA. With these occasional problems in mind bayernets has created two documents. These templates shall enable our customers to proceed with their bookings or the usage of capacity while systems are not available.

• Inability to Use Capacity (Unmöglichkeit der Nutzung der Kapazität)

This template can only be used for bookings that have already successfully been made on PRISMA (email confirmation/deal ID). During the subsequent processing of your booking an error might occur. This document will provide the basis for setting up your booking within our nomination management during system failures and making a regularly acquired capacity usable for the customer even outside normal working hours.

• Inability to Book Capacity (Unmöglichkeit der Buchung der Kapazität)

This template can be used for booking interruptible capacities. It may only be used if system failures exist and regular bookings are not possible. The form cannot be utilised for bypassing the conventional booking procedure or for acquiring firm capacity. Furthermore, it must not be used during planned maintenance measures as published on PRISMA.

Since it can be anticipated that these documents will mainly be applied in time-critical situations we kindly ask you to examine them previously.

Ab dem 01. Januar 2014 steht auf der Kapazitätsplattform PRISMA ein neues Modul zum Sekundärhandel zur Verfügung: „PRISMA secondary“. Jeder Transportkunde hat zukünftig die Möglichkeit, auf „PRISMA primary“ erworbene feste und unterbrechbare Transportkapazitäten der bayernets unter „PRISMA secondary“ weiter zu vermarkten. Um auf der Kapazitätsplattform PRISMA Sekundärhandel mittels des neuen Moduls zu betreiben, werden die für die Kapazitätsplattform ‚PRISMA primary‘ maßgeblichen Registrierungen und die damit verbundenen Dokumente zugrunde gelegt. Mit Nutzung der ‚PRISMA secondary‘ erkennen Sie dies ausdrücklich an. Wir werden Ihr Unternehmen umgehend für den Sekundärhandel freischalten.

Grund: IT-Umstellung

Diese Information betrifft alle vor dem 25.09.2013 10:00 Uhr eingerichtete Comfort-Bids für Auktionen am Netz der bayernets auf PRISMA.

Bereits vor dem 25.09.2013 voreingestellte Comfort-Bids zur Auktionsteilnahme auf PRISMA zum Erwerb von Kapazitäten am Netz der bayernets müssen nach einer IT-Umstellung neu generiert werden um erfolgreich an Auktionen bei bayernets teilnehmen zu können. Sofern Sie Comfort-Biding noch nicht für den Erwerb von Kapazitäten an Netzpunkten der bayernets auf PRISMA nutzen ist diese Information gegenstandslos.

Hintergrund: Im Zuge der von uns angekündigten IT-Umstellung haben wir alle vermarkteten Netzpunkte auf PRISMA technisch beendet und dann wieder neu bereitgestellt. Optisch ist dies nicht erkennbar: ein Punkt Überackern heißt nach wie vor Überackern. Systemseitig kann man sich die Umstellung als Änderung der internen Nummer vorstellen. Eine eingerichtete Funktion für  Comfort-Biding zielt aber auf den alten logisch beendeten Netzpunkt mit der alten internen Nummer ab. Folglich werden Sie nicht an einer neuen Auktion für den optisch identischen Netzpunkt teilnehmen können. Wir bitten dies zu berücksichtigen und weisen nochmals darauf hin, dass dies ausschließlich bei aus der Vergangenheit fortgeführter Nutzung der Funktionalität des Comfort-Biding auftreten kann.

Aufgrund einer Systemumstellung bei bayernets können vom 23. September 16:00 Uhr bis 25. September 10:00 Uhr keine Buchungen oder Kundendatenänderungen auf PRISMA durchgeführt werden. Wir bitten Sie daher Ihren Kapazitätsbedarf bereits im Voraus zu buchen, um den genannten Zeitraum zu umgehen.

Aktuell kommt es im Vergleich zu den Vorjahren zu verstärkter Nutzung von Ausspeisekapazität seitens der Transportkunden im Bereich der an unser Netz angeschlossenen Speicher (Speicherbefüllung). Die daraus folgenden Veränderungen in den Lastflüssen und in der Netzbelastung führen vermehrt zu Unterbrechungen unterbrechbarer Ausspeisekapazitäten. Eine Prognose, wie lange diese Netzsituation noch anhalten wird, ist bayernets nicht möglich.
