Regulation (EU) No 1227/2011 of the European Parliament and of the Council on wholesale energy market integrity and transparency (“REMIT”) is a regulation tailored to the energy sector to prevent insider trading and market abuse. In accordance with Article 4(1) Regulation (EU) No 1227/2011 there is an obligation to publish available inside information. To the best of its knowledge, bayernets publishes available inside information as so-called Urgent Market Messages (UMM).

bayernets: Change in the price for transfers between discounted and undiscounted storage accounts

Dear Customer,

At storages that are connected to foreign market areas – in our specific case the Market Area East/CEGH of Austria – we offer discounted capacity products for access to the discounted storage account (THE use only) and undiscounted capacity products for access to the undiscounted storage account (cross-border use possible) in line with the REGENT regulation (decision BK9-23/610).

For the transfer of gas quantities that have already been allocated to a specific storage account – discounted or undiscounted – customers can either use separate capacity bookings and nominations or a specific invoicing procedure stated in the REGENT regulation (marginal number 287):

“Instead of such bookings, on application from the shipper the transmission system operator 
concerned may also issue an invoice for the corresponding discounted entry tariffs at the 
storage facility and the exit tariffs at the cross-border interconnection point. As the gas is 
already in the storage facility anyway and is merely to be withdrawn to the adjacent market 
area, from the regulatory standpoint no corresponding bookings of real capacities are 
necessarily required.”

For using this invoicing procedure, we have setup several FCFS-points on PRISMA. Please search for “discounted” in the FCFS booking section on PRISMA.

The regulation stipulates that we must apply the “discounted entry tariffs” and the “exit tariffs at the cross-border interconnection point”. However, there is some flexibility in choosing the specific price. Previously, we used the FZK tariff (=reference price). For periods from 01st December 2025 onwards, we will offer a 10% discount on these bookings in accordance with the current regulation. The changes have already been made on PRISMA. However, the new prices will not be visible for customers before 27 November 2025, 06:00 CET.
