Changes for October 2021

bayernets GmbH will perform the following changes starting 01.10.2021. For further informaton regarding these changes, please contact us at market@bayernets.de.

From 01 October 2021 onwards we will stop the use of BZK-capacities. The DZK product will replace the existing BZK product by 01 October 2021. Currently existing BZK contracts can be transferred into DZK contracts. In case you intend to transfer contracts, please contact market@bayernets.de for further details.

In case you intend to use DZK-capacities point-to-point, you can assign these capacities to special balancing groups without access to the VTP.

During the application for new balancing groups in the THE portal please choose the capacity type “DZK” with the feature “gem. REGENT 2021 Ziff. 3 ff” and “Access to the VTP” “No”.

In case you intend to use the nominated points USP Haidach or Uberackern 2 for transports to/from the VTP, please choose during the application for new balancing groups in the THE portal a balancing group with the DZK-type “nominated” (without the Benchmarking attribute “gem. REGENT 2021 Ziff. 3 ff.”) and access to the VTP.

If you intend to book DZK exit capacity for a final customers, please choose the DZK-type “RLM” during the application for new balancing groups in the THE portal. Please assign the corresponding entry capacity to the same balancing group. For bayernets this is currently only the case for the grid points Schongau and Wacker.

bayernets expects from the supplier of the power plant to send a binding forecast in form of a technical offtake notice (TON) in the format NOMINT. The TON has to be sent to us until 22:00 CEST/CET on the day before delivery and again in case of any changes regarding the offtake of the power plant.

In general, you can supply the power plant via VTP. However, in case of a congestion on the bayernets grid we will inform the supplier of the power plant 4 hours in advance and the supply via VTP will no longer be possible. Subsequently, a supply of the power plant using the predefined entry corresponding to the TON becomes mandatory (please check Appendix 1 of the agreement on the cooperation between operators of gas supply networks in Germany section 9 and section 29b).

In case the entry is not sufficient for the power plant (entry < TON), bayernets can interrupt the remaining interruptible part of the DZK-capacity. If the interrupted part of the DZK-capacity is still used by the power plant, we will regard this as a capacity exceedance. Furthermore, we might assert any claims for damages.

For a DZK exit capacity at Schongau any entry capacity at the grid points USP Wolfersberg, 7Fields or Inzenham and entry DZK capacity at USP Haidach can be used as predefined entry.

For a DZK exit capacity at the power plant Wacker the entry DZK capacity at USP Haidach and Uberackern 2 can be used as predefined entry.

According to the regulation REGENT 2021 the use of a low priced DZK-capacity product is possible at bayernets under certain conditions. This only affects the connection between the points Uberackern 2, USP Haidach and Wacker. However, you have to observe the rules of the regulation and take care of the following during the usage of the product:

In case you select a balancing group without access to the VTP („gem. REGENT 2021 Ziff. 3 ff.“), bayernets can already use the Benmarking-tariff according to the price list for the initial invoice. In any case we will check the usage of this capacity afterwards. If the capacity was used for transports to/from the VTP, the capacity will lose its Benchmarking-quality in full and we will charge the regular tariff according to the price list. If the entry and the exit allocations deviate from each other in an hour, we will regard this as transport to/from the VTP. We will check this at least monthly and at the end of the runtime of the capacity. The maximum runtime for the check will be a calendar year.

You can use this product at the grid points USP Haidach and Uberackern 2 or for supply of the final customer Wacker from the entry points Uberackern 2 and USP Haidach at bayernets.

Regrettably, PRISMA cannot check the compliance with all regulations for the application of the benchmarking-tariff e.g. because the nominations of the customer are not yet known during the booking procedure. For this reason, you will always find the higher prices and not the reduced benchmarking-prices on PRISMA. The reduced benchmarking-tariffs will only be applied afterwards by bayernets. Therefore, you will also receive booking confirmations from PRISMA showing the higher prices. The reduced tariffs will only be used later on during the invoicing by bayernets.

Currently, some customers book BZK-capacities (point-to-point) of bayernets bundled with capacities of Gasconnect Austria, discard the cheap BZK and book additional interruptible capacities with bayernets for transporting from VTP to VTP.

In future, you will not need to do this for making cross-border transports from VTP to VTP, because DZK-capacities can be bundled with capacities of Gasconnect Austria and create a direct access to the VTP of the market area THE.

In case a capacity tariff is reduced to the benchmarking-price no additional storage discounts (no reduction by 75%) can be applied by bayernets.

However, the runtime-multipliers apply to benchmarking-bookings as well.

DZK- capacity allocation restrictions are published on the following homepage:

www.bayernets.de/en/transparency/publication-requirements

-> Publication of the capacity allocation restrictions for the capacity product “firm, dynamically allocable capacities” (DZK)

From October 2021 onwards, all firm capacity products (including DZK) have to be sold-out before we can activate bookings via overnomination.

For long-term bookings (Year, Quarter, Month) there is no mandatory assignment to balancing groups for bayernets on PRISMA. For this reason, you do not need your future THE-balancing group for taking part in the above stated long-term auctions. In case your THE-balancing group is not yet shown on PRISMA, you can still participate in the auctions and make yearly, quarterly or monthly bookings without stating a balancing group. However, please inform us regarding the assignment of those capacities in due time before 01 October 2021. Please contact market@bayernets.de.

According to plan you will be able to choose your THE-balancing groups on PRISMA from September 2021 onwards. In case there might be any problem during the monthly auctions in September for bookings with runtime October 2021, please – as described above – just book without stating a balancing group and get in touch with us (market@bayernets.de) afterwards for making the assignment in time before 01 October 2021.

At bayernets the assignment to the new THE-balancing groups is only mandatory for short-term Daily or Within-day auctions for runtimes from 01 October 2021, 6 a.m., onwards, as in these cases a subsequent assignment might not be possible.

bayernets has a portal that is available for transport customers and offers them – amongst other options – the possibility to change assignments of capacities to balancing groups. In general active transport customers already have the necessary login information. In case you have no login information yet, please contact bayernets (market@bayernets.de).

On 01 October 2021 all existing NCG-balancing groups end and have to be switched to THE-balancing groups. We will use the official mapping list for doing these changes. All former NCG-balancing groups will automatically end on 01 October 2021 and will be replaced by the corresponding THE-balancing groups according to the mapping list. While doing this, we will also change the internal shippercodes necessary for nomination, because in general they correspond to the balancing group, and replace them with the new THE-balancing groups. The external shippercodes that are created by the adjacent matching operator (storage or TSO) do not correspond to NCG-balancing groups and for this reason remain unchanged.

In case you intend to use your capacities in any balancing groups different from the mapping list, please inform us for changing our setup accordingly.

For a smooth start of all nomination procedures on 30 September 2021 we are available for test nominations from the beginning of September onwards.

We have about 20 industrial customers attached to our grid. In case you supply any of those final customers, please get in touch with us for changing the setup to the new balancing group and reassigning existing capacity contracts. For any questions please contact market@bayernets.de.
